Cette partie de la rue Picard engloutit beaucoup de trafic inutile. Pour la troisième année consécutive, la rue d’été s’est animée, montrant que même les rues ordinaires, grises et ternes ont un grand potentiel pour devenir des lieux de rencontre.
L’insécurité routière
Les carrefours de la rue Picard avec le boulevard du Jubilé et avec la rue Vanderstichelen sont dangereux. De nombreux accidents et «quasi-accidents» s’y produisent. Le mélange des rues avec la pression excessive du trafic fait de ces points des nœuds gordiens où les conducteurs perdent aussi leurs repères. Le passage à niveau au niveau des voies du tram et de la voie de bus séparée sur le boulevard Jubilé est l’endroit le plus dangereux. Les automobilistes qui se croisent remarquent trop tard les trams et les bus qui roulent vite. Les camions restent coincés sur l’intersection qui n’est pas conçue pour les cercles de rotation des remorques quand elles tournent. Bien que la rue Picard soit suffisamment large d’un côté à l’autre, il n’y a pas de place pour une piste cyclable, à part deux voies de stationnement et une rue à double sens. Le boulevard du Jubilé ne comporte pas non plus de pistes cyclables séparées. Les enfants doivent utiliser le chemin piétonnier pour faire du vélo en toute sécurité.
Le gris et le noir sont les couleurs dominantes.
Il n’y a pas un seul arbre dans la rue Picard. La rue est entièrement pavée et pendant les mois d’été, le soleil brûle sur la surface asphaltée, créant une chaleur inconfortable. C’est une rue grise-noire où même les plus beaux bâtiments prennent une apparence triste.
Libérer de l’espace
Afin de créer un lieu de séjour agréable, le futur scénario libérera de l’espace en supprimant un sens de circulation et les places de stationnement de la rue Picard. Pour les résidents, la possibilité d’accéder en voiture sera conservée.
Élargissement des angles
Aux coins de la rue Picard, les trottoirs s’étalent largement. Ce geste spatial accentue la différence avec le boulevard du Jubilé où la circulation reste importante d’une part, et la partie de la rue Picard où arrivera bientôt le tram, sur le territoire de la Ville de Bruxelles, d’autre part. Ces espaces aux coins ont le potentiel de devenir des lieux colorés où, dans le prolongement des bâtiments aux angles, des chaises de terrasse peuvent être installées, où les vélos peuvent être garés, comme zone de sortie des magasins, comme points de repos, etc. Autour d’un espace vert central doté d’éléments ludiques, une boucle cyclable est prévue où les enfants peuvent expérimenter le vélo en toute liberté. Pour l’aménagement de l’espace de la rue, une combinaison d’espaces adoucis, semi-adoucis et pavés a été choisie. Les sentiers pédestres et les pistes cyclables sont pavés. La voie d’accès aux garages est semi-pavée et le reste est pavé au maximum. L’adoucissement évite la surchauffe. Elle permet de planter davantage de verdure et d’arbres et d’utiliser le sous-sol comme une éponge pour tamponner l’eau. Elle accroît la capacité de la ville à faire face aux inondations et aux sécheresses. Les blocs de bâtiments adjacents ont une surface pavée de 100% et 80% respectivement. L’espace vert central peut servir d’oued pour infiltrer lentement les eaux de surface. En cas d’extension, les évacuations d’eaux pluviales des logements pourraient également être déconnectées vers l’espace vert et l’eau pourrait être stockée pour une réutilisation collective.
Rue du climat
Dans ce quartier sans jardin, les défis climatiques sont encore plus tangibles. En outre, compte tenu de la hausse des prix de l’énergie, la rue devient un lieu à fort potentiel de production d’énergie et de collecte d’eau pour une (ré)utilisation collective. L’échelle de la rue en tant que «rue climatique» est intéressante, mais il est possible d’aller encore plus loin lorsque les rues sont reliées entre elles et intégrées dans le réseau du quartier.
